I use medication specific to the pain in my back. So is it permissible to use it whilst in the state of ihraam?

Nasal hair fell out during wudhoo
[Whilst in the state of ihraam, during wudhoo], when sniffing water up the nose then blowing it out, one of my nasal hairs fell out; so is there anything (penalty) required of me?

From the differences between Makkah and Madeenah
It is permissible for a disbeliever to enter Madeenah based upon the evidence that when Thumaamah ibn Athaal took the horses of the companions, they brought him [back] and tied him to one of the pillars of the Masjid [an-Nabawee].
Giving Zakaah to the poor and destitute to perform the Hajj
If a poor and destitute person has not performed the obligatory hajj due to his financial inability to do so, in this case is it permissible to give him [funds] from the zakaah in order to facilitate his performing the obligatory hajj himself?
