Purifying oneself with water

Question: Is it obligatory upon the bedouin to purify himself with water when he arrives at a town?

Response: It is obligatory upon the bedouin to purify himself with water when he arrives at a town, and there is no [acceptable] excuse in him saying: “I am a traveller”.

Yes, he is a traveller – [but he] has [now] found water, so he must acquire it even if he has to buy it. And if he does not do so, then his purification via tayammum is unacceptable.
