Shaykh Sulaymaan ar-Ruhaylee said:

And [regarding Laylatul-Qadr] – it is an obscure night within the [last] ten [nights], and that is a mercy from Allaah so that the reward may increase.

[So] if a specific night had been stipulated for the Muslim, indeed he would not have strived [in worship] except on that night [alone], and he would have missed out on great virtue.

And if the night were left open [to pass at any time] throughout the [entire] year, none would strive [in seeking it] except the most elite of Allaah’s servants;

Rather, even if it were left open [to pass at any time] throughout the [whole] month, none would strive [in seeking it] except a few.

However, when it was [legislated to pass] within the [last] ten of the prescribed days, that was easier upon the servants.

And for this [reason], I mention an [important] point, and it is – it is not permissible to spread dreams – in which it is seen that Laylatul-Qadr is on such-and-such a night – until Ramadhaan has concluded.

That is because, spreading them opposes the intent of [Allaah] The Legislator.

And the people believe [reports of] these dreams particularly when this [report] comes from someone who is well thought of.

So if it is said that:

‘By Allaah, there are recurring [reports of] dreams that it is the night of the 23rd’

– you will never find anyone in the masaajid – other than those upon whom is the Mercy of Allaah – on the night of the 24th or the 25th, and you [too] will [probably] be…gone!

And this opposes the intent of [Allaah] The Legislator.

So therefore, spreading [reports of such] dreams during the last ten [days] of Ramadhaan, opposes the intent of [Allaah] The Legislator, – and it is not permissible!

As for when the month has concluded, then the issue is flexible [for you to do so].

And Glory be to Allaah [alone]! Reflect upon the evidences, O brothers, this is wisdom: whenever you look into the ahaadeeth, whenever a night passes, a hadeeth comes to you that gives you hope for the remaining nights.

And this is the secret in the variation of the ahaadeeth about Laylatul-Qadr; whenever a night passes – so that souls do not grow weary or complacent – a hadeeth comes to encourage hope in the coming nights, right up until the very last night of Ramadhaan.
