Regularly performing a voluntary Hajj Badal on behalf of father

My father performed the obligatory hajj before dying. [After his death] my brother performed a voluntary hajj on his behalf; so is it permissible for us to regularly perform a voluntary hajj on his behalf?

Some of the scholars say that the Prophet ﷺ granted permission for the hajj to be performed on behalf of the deceased – without [specifically mentioning] the ‘umrah.
