Dr. ‘Abdur-Rahmaan al-‘Omaisaan said:

I heard Shaykh ‘Abdul-Muhsin al-‘Abbaad (hafitha-hullaah) say:

[Performing] Hajj or ‘Umrah on behalf of another is [to be] done in three situations – on behalf of:

1) the deceased;

2) the sick person whose illness is not expected to pass;

3) the one who is frail due to old age and is [therefore] unable to undertake the journey.

So Hajj and ‘Umrah can be performed on behalf of these three [categories of people].
