An unqualified doctor performing medical surgery

Question: Should a doctor put himself forward to perform medical surgery if he is not proficient in it?

Response: It is not permissible for a doctor to perform medical surgery whilst he is not proficient in it, because this is an abuse of his position [of trust] and an infringement of the sanctity of another [human] without legal permission. And if the doctor was to perform medical surgery whilst he was not proficient in it, then he takes full responsibility for any harm or loss that may ensue as a result [of him performing the surgery].
