Reference: Sharh ‘Umdatil-Fiqh – Tape No.7, Question No.50
Question: A man wants to go to Jeddah to visit an ill person, and he says “if I get an opportunity, then I will perform ‘umrah.” He asks, from where should he [then] assume the state of ihraam?
Response: He should assume the state of ihraam from the place where he was at when he decided to do the ‘umrah, in Jeddah. So he should assume the state of ihraam from there, because that becomes his meeqaat – the place from where he decided [to do the ‘umrah], just as the Prophet ﷺ said, when he mentioned the various meeqaat locations, saying:
«…and that which is other than these, then [assume the state of ihraam] from where it was established»
…meaning from where he made the intention [to perform the hajj or the ‘umrah].
