Question: Is it permissible for a woman to do the sa’ee before the tawaaf if her menses start before she enters the state of ihraam?
Response: No. It is not correct to do the sa’ee until after the tawaaf, and whoever says that you can start with the sa’ee, then that is wrong. The Prophet ﷺ did not legislate this; he did not permit ‘Aa.ishah رضي الله عنها to do the sa’ee before the tawaaf, because [that which is legislated is for] the sa’ee to follow-on after the tawaaf.
