طاعةُ وليِّ الأمر في حظر التَّجوُّل تدخل في قول النَّبيِّ ﷺ: "عَلى المَرْءِ المُسْلِم السَّمْعُ والطَّاعَةُ فِيما أَحَبَّ وكَرِهَ"؛ فهي واجبةٌ علينا وإن كرهنا لزوم البيوت، ومعصيته فيها معصيةٌ لله.

Shaykh Saalih al-‘Usaymee said:
Obedience to the ruler in the prohibition of venturing out [of the home] is included in the statement of the Prophet ﷺ:
«The muslim is required to listen [to] and obey [the ruler] in that which he likes and dislikes…» [- transmitted by al-Bukhaaree and Muslim].
And it is obligatory upon us – even if we dislike remaining in our homes – [that we remain indoors]. And disobedience to him (the ruler) in this [regard] is [tantamount to] disobedience to Allaah.
