Which of the two is better for the student of knowledge when he starts out seeking knowledge – memorising the Book of Allaah (‘Azza wa Jall) or merely reciting it

How would he preoccupy himself?
It was said to the sister of Maalik ibn Deenaar: How would Maalik preoccupy himself at home? She replied: The Qur.aan and [its] recitation.
Verily these hearts are but utensils
Verily these hearts are but utensils, so busy them with the Qur.aan, and do not busy them with anything else.

Engaging in seeking forgiveness
Every night, Wakee’ ibn al-Jarraah would not sleep until he had read a third of the Qur.aan. Then, during the last [third] of the night he would stand in prayer and recite the al-Mufassal. He would then sit and engage in seeking forgiveness (al-istighfaar) until the arrival of Fajr.

I have heard about the prayer of need and the prayer for memorising the Qur.aan; So are these two prayers [legislated] or not?
